    I'm not sure why you would remove the pockets, but it is definitely possible to make the skirt smaller.

    There will probably be a seam in the front or back of the skirt besides the ones on the sides. I would cut down this seam and then sew it according to size :D

    That's alot of sizes to bring it down. I would DEFINITELY remove the pockets. Separate the front from the back at the side seams, remove your extra fabric (and pockets), baste it first–either with pins or a long basting stitch. Then check your fit. After you like the fit, you can either add pockets back in if you'd like, and then sew your side seams.
