Cut it off and wash it, dry it and you should have your fray. Usually the washing/drying process is what does it perfectly.
Keep in mind the fray might continue to unravel about 1/2 inch so the skirt might end up too short, so cut wisely.

If you have a sewing machine, I would sew all around the bottom of the skirt and cut about 1/4 inch beneath that..it will keep the fray from going up and up and up.

Cut it to the length you want it with fabric scissors and then work the ends to fray it how you want it.

Cut the hem off then rub the ends with a cheese grater.
