Cut it to the length you want it with fabric scissors and then work the ends to fray it how you want it. References :

Cut it off and wash it, dry it and you should have your fray. Usually the washing/drying process is what does it perfectly.
Keep in mind the fray might continue to unravel about 1/2 inch so the skirt might end up too short, so cut wisely.
If you have a sewing machine, I would sew all around the bottom of the skirt and cut about 1/4 inch beneath that..it will keep the fray from going up and up and up.
