yes just cut them in 1/2 and sew there u go shorts but i dont know how good they will be

no,you can change jeans into a skirt.there isnt enough material to change a skirt to shorts x just cut a pair of old jeans x

you can if the skirt is long enough, and you want the shorts REALLY short. try taking them to a tailor... although it may cost a bit.
