My best answer would be to go with a flowy A-line skirt that is slightly fitted at the waist but then flows away from the body. This type of skirt makes it appear that it is the skirt that is going out by it's self and not that your body is pushing it out. Also you should avoid ruffles b/c they only add volume, and look for a skirt that is about knee length; too long makes your legs look short and too short exposes those "problem areas" that you would rather keep hidden. Happy shopping =]
References :
Don't listen to Panky: it's terrible.
Anyway, I have the same body type, and I only wear to types of dresses/skirts:
Really short during summer over bathing suite, or really long so that the flow of the dress will hide what's really underneath, giving the illusion of being slimmer. Thicker types of dresses will also hold a straighter form better.
References :
well considering you shape i would go with a mid thigh to above the knee length skirt an aline skirt would do good as well it fitted at your hips but flairs out toward the botttom to make them visually smaller:)
and thing that flares out toward the bottom of the skirt would work wonder for your body shape and if you can find on in that length it would look perfect :)

good luck and i hope this helps some :) i know your type b/c i too have them issues :) lol.... never do horizontal stripes either down there and and try to find things that have a nice flat pocket to them too that wont bunch to make your hips and thighs thinner in apperance.. just remeber fitted at hips above the knee length anad flaring toward the bottom of the skirt :)
References :
I have the same body type and I look best in circle skirts or A line skirts. They're fitted at the waist, flare out around the hips and thighs, and usually have a very full skirt. They look very flattering on me because they cover up my problem spots and fit well at the waist, so I'd recommend them to anyone with a similar body type.
